Todd was a dedicated and devoted member of the Chester Fire Department for 24 years. He served as a training officer for the Chester Fire Department and was a certified instructor at the SC Fire Academy, extending his leadership and training skills to other firemen throughout the State of SC. Captain Orr was active in the Fire Prevention Program, presenting smoke detectors to members of the community, raising awareness of the community of Chester to prevention measures important to every homeowner. Captain Orr was a role model to his wife Judy, and especially to his two boys, Josh and Chris ... as well as the entire Chester community.
He will be greatly missed by many, and was loved so very much. He was a wonderful person!
